April 2006 to March 2007
  • Research studies
    Two research studies were conducted during the month of March and April 2006 by external consultants on "Capacity building intervention on disaster management in Orissa and Volunteer promotion in disaster management in Orissa". Both the studies bring out opinion of different stake holders on capacity building need and volunteers participation in disaster management process in Orissa.
  • Website on skill register
    A website developed including the names and expertise of disaster managers of different sectors to access immediate to the disaster volunteers during the time of disasters.
  • Facilitating disaster volunteers forum at Puri and Jajpur district.
    Disaster volunteers forum at Puri and Jajpur district formed and strengthened through organizing workshop at the two district on 12th and 14th February 2007 respectively. At Puri 64 nos. and at Jajpur 50 nos. of volunteers attended the workshop. 40% women participation is ensured in the forum meetings.
  • Expert consultation on preparation of volunteer management plan
    On 15th March 2007 a workshop was organized to consult on the draft volunteer management strategy paper. Wide range of civil society actors including NGOs, INGOs, Government Officials, Disaster Managers and Volunteers, Volunteer Based Organizations etc. joined in the workshop. Organizations like Red Cross, Action Aid, Oxfam, CRS, Concern, LWSI, WVI, NSS, Civil Defence, St. Johns Ambulance, ODMM, YMC, BGVS, UNICEF, UNDP, OSDMA, NYK, AMURT attended the workshop and provided valuable suggestions on the strategy paper. Total 58 nos. representatives were attended the program.
  • Training for School children on Disaster Drills, search and rescue, first aid
    A four days training program was organized from 26th to 29th March 2007 at the Nabakrushna Center for Development Studies, Bhubaneswar for school children and teachers of Bari block (Jajpur) and Kanas block (Puri). Forty-Seven students and seven teachers attended the training program. Students of 8th and 9th standard covering 50% boys and 50% girls joined the program.
  • District Level Workshop of Disaster Management, Gender and Sphere Minimum Standards
    From 16th to 18th March 2007, a 3 day workshop on Sphere and Gender in Disaster Management was organized at the training center of Red Cross, Bhubaneswar for the newly elected panchayatraj members. Panchayatiraj members including Ward Members, Sarpanch, Samiti Members and Zilla Parishad members of Jajpur and Puri districts attended the program. Total 45 nos of PRI members (out of which 30% are women members) joined the training and shared their experience of responding to disasters.
April to August 2006
  • One state level workshop on volunteer management organized.

  • Draft strategy paper on volunteer management prepared and circulated.

  • Skill register for DM in 9 vulnerable districts prepared. Website opened.

  • Workshops on Sphere and Gender organized in 9 districts for 270 disaster volunteers.

  • Evaluation was conducted for Oxfam-Red Cross project and long term plan is made.

Disaster Management Unit (DMU)

October 2006 to March 2007
The disaster management programme commenced in October, 03 with the objective to develop disaster management strategy and capacities for the State Branch and capacity development of District Branches to efficiently operate and implement disaster management activities. The support for the programme was extended by the German Red Cross and the International Federation of Red Cross and Red Crescent societies though the Indian Red Cross Society, National headquarters. The Disaster Management Programme prepared Annual Action Plan for 2006-07 with the strategies to achieve the following results.
  • The capacity of the Orissa State Branch to manage D.M. Programme effectively is strengthened and equipped.
  • 10 District Branches are operational. Their capacities are enhanced for disaster preparedness.
  • The communities of adopted vulnerable pockets are organized and prepared to respond both physically and mentally to a disaster.
  • Conceptual understanding of Red Cross District Branch management developed in the school and college level.
  • The Orissa Relief Code is modified to address need of the vulnerable people.
  •  Red Cross emergency fund raised at all levels to sustain disaster risk management activities in the State and at the District Branches.

    The activities were planned with financial implications of Rs. 87,14,000/-.

The achievements were as follows:-

  • SDRT
    Formation & Strengthening. A 31 member State Disaster Response Team was formed covering members trained and specialized in different sectors of emergency response. The team building exercise for the SDRT organized and the team is ready to respond any disaster situation in Orissa.
  • DDRT
    District Disaster Response Team has been formed in all the six adopted districts. It includes the life members, Volunteers and NGO participants. 142 members have been selected as the members of DDRT. They are trained in four different fields of disaster response Like Search & rescue, First Aid, Logistic & relief distribution. The team building exercise for 6 DDRT teams are going on.
  • CONTROL ROOM
    A well equipped control room has been set up in the IRCS-OSB with minimum required equipments. The control room operates 24 hours during the disaster season. Information on extreme weather conditions of the state, its analysis and possible impact.Prepare monthly weather bulletin during normal seasons, weekly bulletins during cyclones and floods season and prepare daily situation reports during emergencies.
  • VCA Process and Developing Contigency Planning
    The vulnerability and capacity assessment of 6 disaster prone districts i.e. Malkangiri, Nabrangpur, Nuapada, Bolangir, Jajpur and Jagatsinghpur district were conducted. The most vulnerable pockets of the identified districts were selected and community contingency planning of the said pockets prepared.
  • I.A.G
    The Inter Agency Group (IAG ORISSA), the platform of INGOs in Orissa operating in the State. Leading INGOs i.e. Red Cross, Concern World wide, Lutheran World Service, CASA, CARE, EFICOR, Action aid, World vision, Oxfam etc are the members in the forum. Red Cross is convening the IAG. The IAG Cell in Red Cross is doing coordination, information dissemination and networking efforts at the State level.
  • LESSON LEARNT EXERCISE FOR ORISSA FLOOD 2006
    Lessons learnt exercise was organized by the IAG for the last flood response in 2006 in Orissa. It was a good effort to learn from each others experience and to draw the future strategy to avoid duplication and better impact of response activities.
  • ESTABLISHMENT OF VOLUNTEER FORUM
    Diasaster volunteers forum in Jajpur, Jagatsinghpur and Puri districts were established. The volunteer of the district were gather together to share their experiences, learning and raise their issues in the forum.
  • TOT ON D.P/D.M FOR YRC/JRC COUNSELORS
    A four days training programme for JRC/YRC was conducted at CYSD to trained them on different aspects of Disaster management & Preparedness.
April to October 2006
  • Program planning and review of Balasore Rehabilitation Project with the support by Concern World Wide was done in the Inter Agency Group Meeting for floods response 2005.
  • Organization Development plan prepared for OSB.
  • Tracing and FNS Proposal developed and send to NHQ for approval.
  • Disaster Management Plans of Bolangir, Nuapada, Nabrangpur, Malkangir, Jagatsinghpur and Ganjam developed.
  • Branch development capacity building trainings were organized in Malkangiri, Nabrangpur, Bolangir and Nuapada districts.
  • State Disaster Response Team IInd phase training was organized in Bhubaneswar. In total 33 SDRT members were selected.
  • Discussion held with Malkangiri, Bolangir, Jagatsinghpur, Nuapada, Nabrangpur district branches to form District Disaster Response Team (DDRT).
  • Local VCA process in Malkangiri and Nabrangpur district was initiated.
  • District VCA meetings organized and local VCA done in Jagatsinghpur, Nuapada and Bolangir.
  • Local VCA activities organized in Nuapara and Bolangir districts to assessment vulnerable pockets.
  • Facilitated training and cyclone shelter management for ODMP II.
  • Several meetings organized with members of Inter Agency Group (IAG-ORISSA) on flood response 2006.
  • Facilitated NGO coordination for floods 2006 with State Relief Commissioner (SRC) cum Managing Director, OSDMA.
  • Resource mobilized from different partners like LWSI and Concern World Wide for flood relief.
  • Facilitated relief operation for Kendrapara district. Mobilized family survival kits from National Head Quarters.
